Why do you think would Bixby insist that Nov 4 2020 was Monday?

Here, Bixby's answer over Google assistant's to the question "what day was November 4 last year?"

It knows that last year was 2020:

I don't know what timeline Bixby's using BUT you have to specify the year first before it even realizes that it was Wednesday on November 4 last year. Here are some screenshots

Tried using your question on both Bixby and GA, they answered Nov 4 is a Wednesday.

Have you tried resetting Bixby Voice?

This is interesting. I think if I asked "what day was November 4 last year?" it will tell me the day back in 2019. If I asked "what day *is* November 4 last year?" it will tell me it's Wednesday which is correct.

I'm not an english speaker so are they supposed to be different?

I now have uninstalled updates and cleared Bixby voice data, and re-updated it again. Still the same. Maybe it depends on the region or data connection. I'm using mobile data, not WiFi.

Yeah about that, The Weather Channel is working fine for me too, I forgot to include to use AccuWeather. Mind doing it again but use Accuweather?

No it's not actually an app, its a capsule from Bixby. So you see, Bixby has two weather providers Accuweather and The Weather Channel. Try asking Bixby in Accuweather.

How do you do that. Cuz I said check the weather using AccuWeather and it said it didn't understand that. I said use AccuWeather to check the weather but it still used the weather channel. So I asked what's the weather in AccuWeather and what it said is in the 1st pic.

I can't find AccuWeather in all its capsules (the other pics)

This is interesting, I have two weather providers. You can see here I have both. We have different capsules. But due to this discovery, I also learned today that Spotify's capsule is now working here in the Philippines! This wasn't the case back then, or last month.

This is by the way the bug I am encountering when using Accuweather. I'm just wondering if others are experiencing this too.

Perhaps you need to update either Bixby or AccuWeather. If you don't have AccuWeather app, you may need to install it and try to ask Bixby again.
