Is there really a need for such fullscreen intrusion?

I am pretty sure that its Bixby.

yea its Bixby. it happens when it cant establish an internet connection and started to happen after the last update. The problem is its intrusiveness, and will keep popping back up every 3 secomds or so after dismissing it, not the fact it cant establish a connection.

I don't see a need for a fullscreen intrusion. So this fullscreen intrusion doesn't happen again, I would recommend not starting up and using Bixby.

Another suggestion would be to turn the phone off, wait about 10 to 15 seconds, turn the phone back on and that should clear the Bixby intrusiveness.
