Since Samsung doe not support Galaxy S8 for OneUi upgrade, is possible to flash S8 to android  10 using Odin or any other program?

No. The bootloader is locked on the S8 so you can't flash any custom roms on it.

As @cloneofghosts answered, the bootloader is locked. However rooting disables some of the built-in security features of the operating system, and those security features are part of what keeps the operating system safe, and your data secure from exposure or corruption.
