How do I restrict an app from using my data, I only have 2 GB a month and it's annoying when random apps i use somehow use data when they are offline apps.

Open settings. Apps, then tap app and mobile data option. Then choose to disable background data usage

If you have 9-Pie go to "Settings" then to your folder marked "Apps's". Pretty much every app will have both 1 button for "Force Close & Disable" as many are used to. BUT under those are "Mobile Data" & "Battery" with more settings to halt then "sleep" the useless.
I believe with Nougat (or was it Oreo?) that recently began to incorporate the changes similar to that....
