I paired my bluetooth with another phone also running android 9 and in the paired device list it shows an image of the user which it obtained from my contacts. 

How did the phone obtain information regarding the other user as I expected only the negotiation of the pairing PIN.

Hi SamSungtwo,

If the device was previously paired, then it will automatically connect without asking for any PIN.

The device was never paired. When I initiated a first time pairing it showed the person's face and name.

I'm gonna go out on a limb here and make an educated guess "based" On your information...
(I haven't paired with a phone before).
I'm going to assume once you connect with another phone it can likely see basic information such as device type and associated phone number and it must compare this with your contacts and fills in the information if its available🤷

why is bluetooth comparing with my contacts? it should never get a graphic of a person in my contacts

it not a reset as the phone pairs but illegally gets contact information
