hmm i dont think so, because the fast charging still working. if i plug it in n out until "fast charging" pop out.
what i mean is, why i should plug it n out until the fast charging is working. when i only plug it once, mostly cable charging not fast charging

1. Go to menu > settings > battery and look for the Fast cable charging option. If it’s not enabled, make sure you tap on the toggle and turn it on.
2. clean your charging port either your note 9 or the usb cable/power adapter.
If the option above doesn't work, check your Samsung Fast Charging adaptor, it tend to break down a lot. If it broke, you must buy a brand new one.
or may be for your last options, you need peform factory reset to make sure there's no bug or anything else.
