According to Samsung Moderator, Scotiabank has awared the issue.

Also, .a member, Cprice, he removed and re-add the card fixed the problem. You can try it out.

As said by @, Please remove the card and then re-add. 

If not work, Then try clear cache and clear data for the Samsung pay app.
