camera blurs when trying to zoom in daylight

My Samsung Galaxy note 9 has developed this issue recently where if i try to zoom during daylight the camera becomes blurry and a motor sound comes from the phone as if it struggling to zoom.

In low light or inside the house zoom works fine.
