I can't sync Tab A memos with S9 notes. Has anyone else had this issue?

Use the Samsung Notes app. The Memo app does not support sync

Are you sync with the same Samsung account on both? If yes I would try to do a backup of your data with your Samsung cloud and try removing the account from the device that wouldn't sync. Sometime re-entering the account will resync backed up data. Hope it could help
