RCS issues

Why isn't the RCS feature not working on the s10+? The RCS button in the message app is on and it still does not work. Any ideas?

I have had RCS working for a while now. I'm using the Samsung messages app on my s9+ on Rogers. a friend has a pixel 2 phone on Fido and we can see the read delivery receipts and also the 3 dots when the other is typing
