Ringer volume when it's ringing

Besides using the SETTINGS, I cannot lower the ringer volume, WHEN THE PHONE is ringing, with the VOL up/down side keys.  I used to be able to lower it with my S9 Plus. When I push the keys, seems to only control the MEDIA volume.

try going to settings - sounds and vibration - volume and untick "use volume keys for media"

Or press volume once, expand volume, turn off from there.

Please follow the steps provided by @SnowCat19 and @Tallman to turn off "use volume keys for media"

You can also change the ringing volume to vibrate/ silent by pulling down from the top of the screen to view the notification panel and from there tap on the sound button to Vibrate or Mute.
