Samsung DeX Not Working

So recently, I tried using samsung dex. And it turned out it doesnt work. I have an S9 (android 9)and want to use DeX with my HP Laptop. I have downloaded the Samsung DeX app, I have the proper drivers, and yet it still doesnt work. This is what appears... 

I'm using the cable that came with my phone, USB A to Type C and I've read that this does indeed work, dont know why it doesnt for me...

You need a USB 3.1 cable and Android 10 for it to work on your S9

i don't know about the cable but you definitely need android 10
