Here's mine, completely changeable. It's not related to Oreo update. I'm not sure why is this happening to you, try restarting/resetting.

Try seeing if drive mode is on. If that isn't the case I've done research that a restart works sometimes. What carrier are you with?
Edit: The mute toggle also does this sometimes.

Hi hb, looks like you are in silent mode. Go to settings, choose "sounds & vibration", click "sound mode" and choose "Sound"
Or in the sound toggle, change to sound.
Let see if your notification still grey out or not.

this only happens if you are on silent. I am able to change mine.
Disable silent mode and you should be able to adjust the notification volume.
Even if its on vibrate, you should still be able to adjust :)
