Good morning,

From the lock screen is it possible to have a passcode & long press the home button. Like, be able to do either or?

You can't bypass the lock screen with a long press on the home button. Though you can hard press the home area to turn on the screen and then enter your password

You can have a passcode on lock screen. But not long press the home button.

You can set the passcode on lock screen here:

Settings→ Lock Screen→ Lock Type→ Password
