I have an S9 and would like to know if we can re-arrange pics in an album.

Hi kahlua67, can you describe more? how you wan to re-arrange pictures in your album? Normally yes, you can create album, moving pictures between album or show album by names...etc.

I'm talking about moving pics within an album.(ie you have 4 pics, but want want them in a different order)

Yes you can. Open Gallery, choose Album. Press and hold picture to select. click 3 dots on the top right corner. Then choose move to album. Now, you can move the select pictures to other album.

of course, pictures can be re arranged in album but you have to visit your setting to adjust to you taste either by time , location and name which ever suit you

I'm talking about moving pics around like you can when you're on your computer/laptop by clicking on a pic and dragging it to another spot.(for example, Iet's say I have 4 pics, I want the 3rd pic to be the 1st pic, the 1st to be the 4th, etc..)

Unfortunately your request cannot be done under Android system. You can only sort by name, date, Accending or Descending order. Can't arrange like Windows.
