Hey using Google chromecast with a Toshiba TV. Using a s9 phone. The assistant will **bleep** the TV off but she cant turn it on any suggestions?

It can't turn the TV on because when the TV is off it is not connected to the internet. The phone uses the internet to send signals to the TV to turn it off or increase the volume etc. So you have to use your TV's remote to turn it on. Same thing happens when using smartthings.

Is your chromecast powered separately or along with the tv?
If it is powered separately, it should be able to turn the tv on if your tv allows it to do so.
My Samsung TV recognizes the chromecast as an 'Anynet+' device, which allows the chromecast to turn the tv on automatically or turn it off and vice versa.
If it is powered through your tv, then, nope.
