picture in picture help

Since the new update I am unable to use the picture in picture function for YouTube or any other app. I've double checked my settings and have checked off every app that I want to be able to do it with, but i am still unable to swipe the app down from the top right hand corner to get the picture in picture. 
How can I fix this? Or is it not possible anymore with the new update?

You want to press the home button first, the video will move to the bottom right then you can open a new app. It's more steps now unfortunately.

I've tried that, that's how it worked before these last 2 updates. now when I press the home button it just closes the app I'm using
