When you open the play store and go to settings, there's a checkbox beside a option labelled as "Add icon to homescreen for new apps". That should allow you to enable or disable it.

I am experiencing the SAME issue, every time I download a new app, it puts the new app on a brand new page, despite if the "last page" has available room on it or not, it will always create a new page and put the app on there.
Just to clarify this is my home screen, not my apps screen.

Hey @SnowCat19, I also have the same issue and noticed it after the update to touchwiz which brought the "open quick notification panel page by swiping down" feature. What it does it that it will add new app icons to the right most home page screen, regardless of whether any home screen page before it has empty spaces or not.
