Ask you carrier. S Messages supports RCS natively (in many countries and with carriers like Bell) but sometimes the carriers needlessly restricts features

RCS is working on my Rogers network when I use Android Messages but not with Samsung Messages.
I guess I will continue using Android Messages until this new technology matures...

That's just Rogers being lame. Like how they needlessly restrict IMS features to their own IMEI list
