check your camera version as well. your ui looks different than what i have. look at the pic thats the version i have

looks like your version of the camera is not released im my country or region.

that maybe the reason why. im using a note as well. try to go camera then about camera sometimes you can update from there

when a flagship phone like mine note 9 doesnt have pro mode video recording and other brand mid range phones have pro mode video recording keeps me thinking to switch brands. unless the samsung tech guys address this problem properly. its not only happening to me i have check other sites and forums online. this has been a years long problem and no solution.

It could be hardware limited at this point. More recent phones have the "Pro Video" function
