My friend got borrow to someone 16k but the guy already blocked my friend num. Cannot report also because no evidence

This is not scammer,actually when my friend(girl) husband died then got one guy take advantage on that by telling lie take money from her.

did your friend know the guy home address or have copy his identification card ? you may report to the authority if your friend (girl) have any proof of borrowing/document to the guy e.g. signed paper ?
