I used to use Samsung pay 2 years after the purchase. I wiped it using DEFAULT system factory reset  and Samsung pay stoped working. I think that Samsung (I don't why) denied me to download it from Galaxy Store (just can't find, yeah). Also, I saw that Samsung Pay Framework is not installed, and this is no way for a simple user to do that.

What phone? Canadian model? Imported? Sounds like some region restriction or something along those lines kicked in when factory reset.

Try connecting to mobile data (not WiFi) and see if that might resolve it?
