Should I drain down my Galaxy Watch's battery down to 0% on its first?

Also, before even trying, can it charge on the Moto 360 2nd gen charging base?

hmm.. why draining the battery on first use??? i actually charge it ol 100% on first use. nothing happens. everything is working 100% hehe.

not sure about moto 360 charging base but if its wireless i think it should, not sure how fast is charging. the latest wireless charger of samsung is 15 watts...

ya battery technology has dramatically improved over the years. so you don't really have to "care for them" as much now days as we did for batteries years ago. but for max battery life in terms of years keep it between I think it's 15% - 80% charge, it doesn't stress the battery cells as much. also don't use fast charging if you really don't need it, fast changing any thing generates heat and stresses the battery cells more.
