Have you checked if you have poor cell reception in your area? If your phone has only one signal bar or there's completely no signal showing, then you need to go to an area with a stronger signal. If you have stable cell reception, then it might be a SIM card issue. You can check your SIM card if it's damaged or improperly installed on the SIM card tray.

If you still can't make phone calls by doing these troubleshooting steps, you can check if your phone's Airplane mode is turned on or you can check if you've accidentally blocked the phone number you'll be contacting. Try to dial *#2263#...
If the servicemode shows means its working
1. Click sim 1 then select all band
2. Select apply all configuration
3. Press back home and repeat the step for sim 2, let me know if its works
