So apparently there's a security update. So why is it that the build number and security patch level the same as the One UI 4 update? Should I update?

U can update bcz this is jz security update / patch only . Will fix the security vulnerabilities .

I'm guessing it's a bug fix. As the security patch and build number is still the same, while the size of the update is only 69mb which is tiny compared to an actual security update which is around 200mb

Normally , security update / patch already included bug fix . Don't care abt the update size bcz this want to depend on the level of vulnerabilities .
If the level of vulnerabilities is critical / high , so Samsung & Google may rolling out security update / patch with bigger size to fix the security vulnerabilities / bug fix .
