My phone is rated for 5 volts ~ 2 amps or 9 volts ~ 1.67 amps (10 watts - 15 watts) the same with its own charger.

Question: Is it safe to use different charger from other known and trusted brands like UGREEN, ANKER, etc., that has a slightly different charge rate like 5 volts ~ 3 amps which is also 15 watts?

Yes, it's fine, you can use it but it might end up choosing a lower charging voltage and amperage. I've done this using QC3.0 charger and you'll see the difference in charging times. The original charges faster.
