Dark Mode is also a theme too, changing the UI to darker colors, consider it as a built-in theme. Installing another theme will conflict with Dark Mode when its turned on and the system will prioritize the Dark Mode since its built-in.

If you want to use a theme, just turn off Dark Mode for the theme you want to work properly.
