Yes, this is the Android 11 One UI 3.1 which was supposed to arrive this May for everyone.

I updated 2 nights ago and it's good. There's a couple of things bugging me, so I just used Nova as my launcher.

Animations are slower in one ui 3.1 compared to 2.5. They even removed the "make animations faster option in 3.1. There's also an issue with animations in the recent menu being janky or stuttery. It's very obvious when you close your app.

There's also an issue with the fps monitoring in their game launcher. There's a few more issue and this will just keep getting longer, so I'll end it here.

just note though that by not updating your phone, you're also not going to get future security updates. just saying.
