find my device self activates

Going in to settings,  apps, special access,  device admin apps. I found find my device active even though it was deactivated.

It is normal on the device as it displays under Device admins even when you turn OFF Find My mobile Feature.

what makes you think an option that can be switch off, that turns itself on without authorization is normal?
