Hi guys! may i know how enable the the Full Screen Scrolling in Galaxy Gallery am really curios where and how to enable it?

Yes i notice that too but once you toggle it on and close the app and open it again the feature is enabled just dont go in galaxy labs again though, it will automatically turn off
