It is eligible. As to when, no definite date has been set. Still too early to say, given that it is still in beta.

A51 is up to 3 Major upgrade until Android 13.

Like everyone is saying, samsung promised a 3 major OS update.

Personally, I expect it to come to A51 at least within first quarter of 2022. Since it's already in Beta for S21 phones. And considering the sloooow rollout of OneUI3
