Possibly a21s hardware is unable to suppport slow motion, reason Samsung didn't put it as standard.
Another reason is to differentiate different feature as according to price, meaning at certain price range only certain feature will be available.

Galaxy A21s only has FHD 30fps support. Slow motion requires 120fps and above so A21s has no slomo. Remember to mark my answer as solution.
