Why I cannot send messages to other numbers,even though I can send to ALL NETWORKS? I also have the complete and correct numbers of my contacts that I cannot send to???

Your question is very confusing to me, send to all networks is same as sending numbers to other network,

Do you mean sending a phone number to other phone via sms/text message?

1. its because of network congestion,
2. Your network does not allow it
3. Modified radio , like 4g/5g only setup
4. The numbers is simply invalid
