task manager/recent apps then simply close that hanging app ..
update the app or uninstall then reinstall

if it's just for some apps, perhaps those apps weren't still optimised for OneUI 4..

the app might need to be updated.


and I don't really think this should be normal but it seems that my phone kinda "synced" better with OneUI 4.1 update after I did a factory reset.

So if you want to, you may backup all your files in external storage or cloud, then factory reset the device. I hope it will get better.
