I cannot figure out why I cannot install the Android subsystem. I meet all requirments.

I am not sure if it is still in effect but it was available in the US but not Canada in the insider program
You could try changing your location on your computer to the US and see if it is available then

Doing some searching I figured that may be the case as I am in Canada, but also found a work-around to force install WSA so I'm attempting that now.

I had it working in the insider program by just changing the location of my computer to the US I think
Another possible solution is using a VPN to connect to a US server looking like you are located in the US
