It's an app made by Samsung called Expert Raw (it is available in the Galaxy Store). From what I understand, the app shoots several pics at different exposures and blends them all in one RAW file. So when you open them in Snapseed, Lightroom, Photoshop, etc., you can play with the picture in a crazy way. Also, it makes automatically a jpeg with more details than with the regular app! I love it.
