Kobe, Japan was heavily bombed particularly in the final stages of the Pacific War. With a total death toll of more than 8,000, the death rate of civilians per square mile in urban areas was more severe than any other city in Japan including Hiroshima and Tokyo. 

The film tells the story of two siblings, Seita and Setsuko, and their desperate struggle to survive during the final months of the Second World War.
