3.1 for Note 10 lite has already rolled out on PH variants. Please see the Samsung Members notice page regarding the update roll out. Please check manually in the Settings > Software Update

Yea. My mom is using Note 10 Lite. I was even the one to manually update hers to 3.0 and 3.1 respectively. If manually checking does not work. Try updating via Smart Switch in the PC

Hi, i dont know how. im actually just waitin for OTA. But some of our fellows here that commented they did maybe can answer you :)

You can just wait for the OTA since the rollout here is still not yet done
