Am I able to charge my samsung note 9 in Europe 220 volts with just a wall adapter, or do I need a dual voltage converter so I don't ruin my charger or phone?

Ohhh yes you'll need a 240V to 120V converter (step down transformer). Luckily European receptacle aren't the same as North American ones so you shouldn't be able to make that mistake.

as far as i know all samsung charger plug is auto volts meaning 110 - 220 so no need of dual converter .

look on the charger ! As you see this one ( Note 10+ charger) is good between 100-240v.Guess yours should be same

my mistake! I haven't checked the voltage on the chargers in a while. I guess they have the step down built in.
