Galaxy Note2 things you can try:
1. Go to Settings → Apps → Samsung Music → Storage
Click clear data and clear cache
* You may need to set your music preference again.
2. If above suggestion not working, try go to recovery mode and wipe cache partition.
- Power off your phone
- Press and hold vol up and power key until you are in recovery mode
- use vol up and down to navigate
- select Wipe Cache Partotion
- press power key to confirm
- click yes
- click reboot system
See if equalizer works or not.
