what device u have i think theres only certain models supported so far i have n10+. mine had the constant new notification in settings b4 update and wouldn't go into chat settings.
I have RCS on both my personal and business phone. I have 631 mobile contacts saved in my business phone, and scrolling though, I counted 12 people that have the blue dot beside their name to show they are RCS also. I would have thought I'd have much more than that. surely they can't be all apple?
