Finally one member reported doing the following could stop the ToS popup. Please try if you have the pop up problem.

Open Settings → Apps → Messages → Appear on top

Turn off Allow permission

On my phone, 3 dots gives option of "Report" and nothing else. I am not seeing any option as you advised, by "clicking on 3 dots and tap on "Accept as Solution" and help others with the same query".

This didn't work for me. I got the popup again.

I hope there's a class action lawsuit for essentially bricking all our phones unless we agree to send all our SMS to Google.
