This is actually a common problem for the Note 9. Usually appears after a software update. There's no software fix for long term but you can get it replaced at a Service center. As long as your phone is in good condition (no cracked screen, backs, dents) they will claim it for you and you should get a free replacement.

I did this for my mum's Note 9 last year.

For the moment you can turn off auto brightness and set brightness to maximum. The green tint should appear less.
