Allow Notifications/Restrict App Usage selection

Coming from iPhone and their Focus Mode settings, it would be nice if we could have an option in our Modes and Routines where instead of selecting ALL apps that we want to allow notification or restrict app usage.... That we can have the option to do the opposite.

Ie. Silent all notifications from App XYZ
