Galaxy S1-volume down and power key for more than 7 seconds to restart
2-connect the device to pc, open samsung smart switch pc app to reinstall your phone software (your all data will be lost if you do not make a backup)
3- if the methods above didn't work it might be a hardware failure like motherboard error. visit a service center

Galaxy S2. Wiping the cache partition on the phone (Press and hold volume up button, Home button and power button simultaneously > when the screen with No commands message shows up tap on the screen > use volume keys to select "wipe cache partition" and use power button to select it > confirm by select yes option > reboot system now).
