Yes by using Samsung smart switch app, easiest and fastest way.

last phone totally died. smart switch wasn't an option unfortunately

My google contacts and drive have not synced since January 2017. it continually says sync is having difficulty and will return shortly. I've noticed many others with the same problem.
Also since the update I cannot make changes to a contact that will save.

Any suggestions?

Have you tried removing the account and re-adding the account again.
