Galaxy SWhen you make and the other party answers, the phone app will then display a symbol for call recording. You can then tap on that symbol/icon to start recording the call.
When you do start recording, a voice will say that the call is being recorded. This is to let the other party know that the call is being recorded.

Galaxy SHi SunnyHundal,
If call recording is supported on your device, you won't see a toggle to enable or disable it in settings. Instead, during an active call (once the other party answers), a call recording icon should appear in the Phone app interface typically near the keypad or in the three-dot menu.
Tapping that icon will start recording, and you’ll hear a voice prompt informing both parties that the call is being recorded, as required by local regulations.
Thank you.
