How to take best pics from s21fe, most of time my images go dull/blurry. What settings/filters shuld i use?

As for the settings it depends you need to remember that the phone is a budget phone so it doesn't have ALL the best cameras quality as say a S21 or S22

What I would recommend is posting what your current camera settings are at so kinda get a better idea what or if you've changed anything
