Galaxy SIf there is no network (some providers have turned off 3G), then that may impact sms being sent. If this is the issue, changing to another provider may work (ie, telstra).
Iphone imessage can use wifi for it to work (instead of over the network). Do you have RCS activated in your messaging app? Try the google messages app instead of the Samsung one; turn on rcs in settings.

Galaxy SAnother solution is switching network so you have signal where you are.
Volte is not the cause of your sms issue though.

Galaxy SYou can try getting a boost sim to test (get a new number) and you should see a huge difference.
We went camping somewhere and I was the only one who had reception (optus, voda).
Yes, volte should be already turned on by default. When I'm out and about, I can see the volte sign at the top.
