Chat feature on Messages app

Does anybody know if the chat feature on the messages app of samsung available for Globe or Smart? I'm using Smart and it keeps on saying registration failed. I know this chat feature also acts the same as the google messages app.

Tried this troubleshooting steps already. Still didn't work.

How long should it take to verify my number? On the samsung messages app, keeps on saying registration failed. On google messages app, just says "trying to verify". Currently google messages app is my default.
